BPS Superintendent Desmond Blackburn Nominates Chief Financial Officer, Human Resource Officer

Brevard Public Schools Superintendent Desmond Blackburn will ask for the school board’s approval today for his choices of chief human resources officer Dr. Carol Kindt (left) and chief financial officer Pennie Zuercher (right).

BREVARD COUNTY, FLORIDA – Brevard Public Schools Superintendent Desmond Blackburn will ask for the school board’s approval today for his choices of chief human resources officer Dr. Carol Kindt and chief financial officer Pennie Zuercher.

Zuercher has served as director of accounting for Polk County Public Schools, as a budget specialist for Pinellas Public Schools, budget manager for Manatee Public Schools plus other private sector financial roles.

“Her financial, operational and leadership skills reflect her ability to successfully manage and oversee Brevard Public Schools’ accounting and budgeting functions in an efficient manner,” Blackburn said in a release.

“Three words that will drive Ms. Zuercher’s work as BPS’ CFO are truth, transparency and trust.  I will ask her to provide accurate and timely reporting of all district finances (truth). 

I will ask her to communicate such information in a manner that is easily understood and accessible (transparency).  And I will ask her to build asset management controls that prove to tax payers we are good stewards of the resources we have been given (trust).”

Kindt serves as the associate superintendent of human resources and development for Montgomery County Public Schools in Rockville, Maryland. She also was an assistant principal and principal with Orange County Public Schools and spent her last six years with the system as the senior executive director of human resources.

“Three words that will drive Dr. Kindt’s work are morale, morale, morale,” Blackburn said.  

“I will ask her to drive the assessment and the improvement of every employee’s working conditions (morale).  I will ask her to drive competitive salary and benefits packages for our employees (morale).  And I will ask her to ensure our employee evaluation system serves to build efficacy and not destroy it (morale).”
