A regular meeting of the Indialantic Town Council will be held at 7 p.m. on Monday, May 15 at the Indialantic Town Hall, located at 216 Fifth Avenue in Indialantic.

BREVARD COUNTY • INDIALANTIC, FLORIDA – A regular meeting of the Indialantic Town Council will be held at 7 p.m. on Monday, May 15 at the Indialantic Town Hall, located at 216 Fifth Avenue in Indialantic.

Items on the agenda include discussion and possible action to deal with beach guests leaving trash, diapers, and other garbage on our beach and in parking lots; Discussion and possible action to remove dog restrictions from certain Town parks; and Discussion and possible action to create and declare an internet safe sales exchange location in Town.

In accordance with the Town Council’s public participation policy, persons wishing to address the Town Council on a matter not listed on the agenda may speak under the public portion of the meeting agenda. A person must be recognized by the Mayor prior to arriving at the podium to speak.

Speakers must provide their name and address and must direct comments to the Mayor and not to the members of the audience. Please observe the time limit of three minutes while speaking under the public portion of the meeting agenda.

B. There will be openings and reappointments on the Civil Service Board; Code Enforcement Board; Parks, Recreation and Beautification Committee; and Police/Fire Pension Board in June.

C. Town Hall will be closed on Monday, May 29, 2017, in observance of Memorial Day.

V. CONSENT AGENDA:

A. Minutes No. 17-08 – Regular Meeting – April 12, 2017

B. Appointments:

a. Civil Service Board – 1 opening. Marlene Waclawski would like to be reappointed. Reappoint Ms. Waclawski.

b. Code Enforcement Board – 1 opening. Sherry Jensen would like to be appointed. Appoint Ms. Jensen.

c. Heritage Committee – 1 opening. Anne Kaylor would like to be reappointed. Reappoint Ms. Kaylor.

d. Zoning & Planning Board – 1 opening. Dan Sullivan would like to be reappointed. Reappoint Mr. Sullivan.

C. Surplus Vehicle – Declare Vehicle #50, a 2005 Ford Ranger, as surplus.

D. Appoint Deputy Mayor Glass as the Town’s voting delegate at the Florida League of Cities annual business meeting.

VI. ORDINANCES AND RESOLUTIONS:

A. Ordinance No. 17-09/Second Reading and Public Hearing: Amending Chapter 2, Article VII, Travel by Town Personnel, Sections 2-165 and 2-169, by limiting reimbursement to the Mayor or any Council Member for expenses incurred within Brevard County.

B. Ordinance No. 17-10/Second Reading and Public Hearing: Providing for marijuana dispensaries within the Town; adding definitions; prohibiting grow houses and marijuana dispensaries in the R-1-A, R-1-B, R-2, RP, T, and CH zoning districts, permitting marijuana dispensaries in the “C” Commercial zoning district and in the “SC” Shopping Center zoning district; prohibiting grow houses in the “C”, “C-1”, “C-2” and “SC” zoning districts; prohibiting marijuana dispensaries in the C-1 and C-2 zoning districts; providing for distance separation between marijuana dispensaries, child day-care facilities, parks, and schools; and providing operating and signage requirements for marijuana dispensaries.

VII. UNFINISHED BUSINESS:

A. Fourth Avenue Speed Limit – Set the speed limit on Fourth Avenue (Blocks 100 through 400) at 20 miles per hour.

B. Fifth Avenue Enhancement – Continued discussion.

VIII. NEW BUSINESS:

A. Discussion and possible action to deal with beach guests leaving trash, diapers, and other garbage on our beach and in parking lots.

B. Discussion and possible action to remove dog restrictions from certain Town parks.

C. Discussion and possible action to create and declare an internet safe sales exchange location in Town.

D. Dune Crossover #15 Rehabilitation – Authorize adding a seating area and performing needed rehabilitation work.

E. Turtle Krawl – Authorize requesting FDOT to enable the closing of a portion of SR-A1A to accommodate the Sea Turtle Krawl on September 9, 2017, and declare it a special event.

F. Rotary Pineappleman Triathlon – Approve the June 4, 2017, Rotary Pineappleman Triathlon for the Melbourne Beach Rotary Club as a special event.

G. Nance Park Use – Authorize Longdoggers to utilize Nance Park on July 29, 2017, for their 20th Anniversary Celebration – a special event.
