Police say at around 10:09 a.m. on Monday the elderly man was withdrawing money from the ATM when Rice began engaging the victim. After removing the card from the ATM, Rice took the cash and ran to his vehicle.

The victim and a witness inside the bank gave chase after the suspect as he ran to his vehicle.
