SPACE COAST DAILY TV: A joint investigation between the Brevard County Sheriff’s Office and Immigration Customs Enforcement/Homeland Security has led to the arrest of 21-year-old, Alexander Barter of Joaquin, Texas, for conspiring to sexually assault, murder and cannibalized a child.

BREVARD COUNTY, FLORIDA – A joint investigation between the Brevard County Sheriff’s Office and Immigration Customs Enforcement/Homeland Security has led to the arrest of 21-year-old, Alexander Barter of Joaquin, Texas, for conspiring to sexually assault, murder and cannibalized a child.

Barter was arrested on Friday, October 19 in Texas on charges of Criminal Solicitation, Criminal Attempt: Capital Murder, Conspiracy to Commit Capital Murder and Criminal Attempt: Sexual Performance of a Child.

Barter appeared before a Federal Magistrate on October 26 to face Federal charges of Child Exploitation. If convicted, Barter faces a maximum penalty of Life in federal prison.

According to Brevard County Sheriff’s Office PIO Tod Goodyear, the investigation began when an undercover agent from the Brevard County Sheriff’s Office who is a member of a U.S. Immigration and Customs Enforcement’s Homeland Security Investigations Task Force discovered a post on the Internet where Barter was looking for anyone who would allow him to commit necrophilia and cannibalism.

“The undercover agent, who was posing as an interested participant responded advising that he had a minor child he could provide,” said Goodyear.

“Over the course of several days, the agent and Barter communicated with Barter asking if he could kill the child and detailed gruesome acts that he would like to do to the intended victim before and after death.”

After further conversation, Barter created a plan where he could meet the agent and potential victim who would be taken to a rural area where the child would be sexually assaulted, killed and then cannibalized.

“The BCSO agent traveled to Texas for the meet with the undercover agent and child,” said Goodyear.

“Barter was arrested without incident as he showed up for the meet. At the time of his arrest, Barter was found to be in possession of a knife and plastic trash bags to portion and transport the remains.”

The Brevard County Sheriff’s Office culminated the investigation with the outstanding assistance of Homeland Security, Customs and Border Patrol, the Texas Department of Public Safety, Nacogdoches Police Department and the Shelby County Sheriff’s Office.

Brevard County Sheriff Wayne Ivey said those who investigate these type of crimes are real-life superheroes and went on to say:

“This case was developed after members of our team identified the subject searching online.

“Our SORT unit was created for this very reason, to identify sexual offenders and predators who prey upon and exploit our children.  We have experienced some outstanding investigative successes, not because there are more predators in our area, but because of the expertise and tenacity of our team coupled with an incredible partnership with Homeland Security/ ICE and the US Attorney’s Office.

“These cases are truly unbelievable and are horrifying even for law enforcement to attempt to comprehend. It is so hard to imagine that we have monsters walking among us masquerading in human costumes as they prey upon us.  Working night and day behind the scenes to unmask the predators who are all too often invited into our homes by way of the internet. 

“Our agents work around the clock in the protection of our children because the suspects are often working just as diligently in their efforts to harm them.

“These cases are disturbing, however, the level of depravity this monster exhibited is truly chilling. To know that there are demented predators out there in society wearing human costumes as they plan actions such as this is horrifying. I can’t thank all of the agencies who assisted in this investigation, we couldn’t have completed this case without their support and efforts.

“The case is ongoing as we continue to investigate his past.”

BCSO AGENTS RECOGNIZED INTERNATIONALLY FOR EXPERTISE

The Brevard County Sheriff’s Office Sexual Offender/Predator Registration and Tracking Unit was created in 2005 to register and track sexual offenders/predators in Brevard County.

Agents were also assigned to the unit to investigate cases of child exploitation. These agents have arrested numerous individuals who have traveled from as far as Switzerland for the purpose of exploiting children.

The agents have been recognized multiple times on a local, national and international level for their investigative expertise and have worked with both Federal and State legislators to enact laws that further protect the victims of sex abuse, cyber harassment and child exploitation.

The Brevard County Sheriff’s Office Sexual Offender/Predator Registration and Tracking Unit, the Department of Homeland Security and the United States Attorney’s Office Child Exploitation Task Force is a multi-agency Partnership initiated to investigate dangerous offenders and predators who prey upon children.
