Deputy Edward Hamilton was responding to a call where a truck was reportedly stopped in the right-hand lane, obstructing traffic at mile marker 199 on I-95. Mark Karim, above, was completely passed out behind the wheel with the vehicle still in drive and his foot on the brake.
