Norma Waters of Melbourne, 49, a Daily Bread employee, was arrested Tuesday morning for theft and fraudulent use of the card.

Melbourne Police Department’s Sgt. Sheridan Shelley said that on April 12, a victim contacted the Melbourne Police Department to report he had applied for an EBT card and it was to be mailed to the Daily Bread at 815 E. Fee Avenue.

He told police that he never received his EBT card, so he called the state customer service line to inquire why and was informed that his card was mailed to his mailing address at Daily Bread.

Investigators determined a purchase had been made on the card for $200 at a Publix supermarket in March.

Upon further investigation, Melbourne police charged Waters, the assistant director of Daily Bread, with fraudulent use of a credit card/EBT card (felony), criminal use of personal identification information (felony) and misdemeanor theft.

Following her arrest, she was booked at the Melbourne Police Department and turned over to the Brevard County Jail.
