Final Phase of Babcock Street – Hibiscus Boulevard Project Now Underway

The final phase of a project to rebuild and repave Babcock Street between Hibiscus Boulevard and the Florida East Coast (FEC) Railway began Tuesday. The full rebuilding and resurfacing process is expected to be completed in early 2019.
Specific road closures will be posted on the City of Melbourne website as they are scheduled.
The project to rehabilitate Babcock Street began with work to replace a water main underneath the roadway that was more than 60 years old.
Other recently completed infrastructure work included needed repairs to the stormwater drainage system, as well as improvements to curbs, medians and crosswalks.
The City’s roadway restoration contractor, Asphalt Paving Systems, and the City’s asphalt contractor, VA Paving Inc., will reconstruct and resurface the roadway using a process called “full depth reclamation,” which involves pulverizing the existing asphalt and mixing it with cement to provide a strong and stable base on which asphalt is laid.
Full depth reclamation is more cost effective and takes significantly less time than traditional roadway reconstruction.
The Babcock Street reconstruction project was made possible by an agreement between the City of Melbourne, Brevard County and the Babcock Street Community Redevelopment Agency.
This agreement has enabled the section of Babcock Street from Hibiscus Boulevard to the railroad tracks to be transferred to the City of Melbourne for the reconstruction project and ongoing maintenance of the roadway.
The total estimated construction cost to rebuild Babcock Street is $1.8 million. Brevard County is contributing $500,000 toward the construction, and the Babcock Street CRA is providing the remaining $1.3 million.
The water line replacement cost of $1,021,710 was paid for with money from the City’s Water and Sewer Utility.
