Is the American voter willing to selectively shoulder the cost of progressive immigration reform on a partisan basis?

Since a member of Congress generally must get the votes of a majority of his/her constituents, it would seem reasonable that each representative or senator would likely represent the views of the majority of his/her constituents, and have the constituent support of policies stemming from those views.

Therefore, a logical, pragmatic and simple solution for the people wanting to enter or remain in the U.S. as refugees, asylum seekers, visa over-stayers, or illegals would be for them to be assigned to the state or congressional district of members of Congress who oppose building a wall or oppose immediate deportation of those illegally here, and let the people of those states and districts pay to house, feed, educate and provide medical care as needed.

Surely they will be willing to bear the financial burden of the policies espoused by the people they elected to represent them in Washington D.C.
