City of Melbourne Agrees on New Rates for Waste Management Collection Services

The Melbourne City Council is awarding a new franchise agreement to Waste Management for the collection of solid waste and recyclables in the City of Melbourne.

BREVARD COUNTY • MELBOURNE, FLORIDA – The Melbourne City Council is awarding a new franchise agreement to Waste Management for the collection of solid waste and recyclables in the City of Melbourne.

The new franchise period starts January 1, 2022. This contract award followed the City’s formal bidding process. The City received four responsive bids, with Waste Management being the lowest.

Rates, however, will increase. In January, residents’ monthly bills will be $15.99 for garbage, recycling, yard, and bulk waste. Previously they were paying $11.39 per month.

This is a 40 percent increase and is in line with what unincorporated Brevard County residents are paying, and it is lower than many municipalities in Brevard.

Besides Waste Management, there were three other bidders. Their bid amounts had increases that ranged from 101 percent to 197 percent.

Following the first 90 days of the new service contract, which will be April 1, Melbourne residents will have the option to exchange their garbage and recycling carts to a different size if they choose to do so, at no charge.

The sizes available are 96, 64, and 35 gallons. After one free exchange, container swaps could incur a $25 charge. If containers are broken, there is no charge for repair or replacement.

In the new Waste Management contract, commercial rates will increase 15 percent, from $3.69 per cubic yard to $4.25 per cubic yard.

The City’s previous franchise agreement started in 2016 and was for a five-year period.

That contract allowed for a five-year renewal. However, in preliminary negotiations, it was determined that rates could not increase as requested by Waste Management because they did not fit within the language of the agreement.

This led to the City putting the contract out for bid. The new agreement is for a seven-year period with the option to renew for an additional three years.

The City’s website www.melbourneflorida.org has a citizen’s request form that can be used for requests for service and/or sharing concerns.
