Dmitry Doev: Career, Business, and Achievements

The future manager was born in the middle of the summer of 1966 in Leningrad. Following his birth, the family immediately relocated to Dmitry’s mother’s hometown of Toropets in what is now the southwestern Tver region.

Although his family lived there for only three years, Dmitry Doev often returned to visit his relatives in this small town, surrounded by lakes and forests. He still calls often, though none of his relatives live in Toropets anymore.

Over time, Dmitry Doev and his family moved back to Leningrad. The family settled in the Nevsky district. According to Dmitry Doev, whose biography is connected with the “northern capital,” this part of Leningrad was known as the proletarian outskirts. On many buildings were memorial plaques dedicated to Revolutionary events and people who participated in creating the world’s first socialist state.

Like millions of Soviet children, young Doev Dmitry wanted to be an astronaut. By his own admission, Russian cinema significantly influenced him: after the flight of Yuri Gagarin, films about astronauts became very popular.

In his youth, Doev Dmitry Vitalievich became addicted to reading. During the period of “developed socialism,” much literature was printed, but a significant part was writing that bore an ideological bent. At the same time, high-quality printings of Russian and foreign literary classics and science fiction books and stories were in short supply. Dmitry Doev collected waste paper and brought it to recycling centers to raise money to purchase books. Dmitry Doev recalls that at that time, it was necessary to gather more than 20 kilograms of waste paper to buy one volume.

In his youth, Dmitry Doev studied at a school that emphasized mathematics. Physics was one of his favorite subjects. After receiving a matriculation certificate, he applied to the Leningrad Polytechnic University, from which he graduated in 1989.

He has a degree in the field of dynamics and strength of materials. This professional choice was partly influenced by his father, who was a Candidate of Technical Sciences and taught at one of the higher educational institutions in the city.

 Doev Dmitry: Scientific Activity, Teaching, and Business

After graduating from a higher educational institution, Dmitry Doev was invited to work in one of the Leningrad research institutes. After working in a scientific institution, he returned to assist and teach at his native university. For about three years taught and did research as a faculty assistant. He realized that this was not what he wanted to do with his life – so he decided to become an entrepreneur.

During the 1990s, Doev Dmitry Vitalievich and partners organized activities to provide a wide range of services. His classical engineering education also helped – he had to work with complex technical equipment and interact with large industries. Until 2004, Dmitry Doev held responsible positions at enterprises representing various industries. Those industry head offices were located in St. Petersburg.

 Doev Dmitry Vitalievich: Reforming Gazprom’s Maintenance Unit

In 2004, the engineer accepted an invitation to lead one of the subsidiaries of the country’s most extensive fossil fuel enterprise, Gazprom. The subsidiary’s activities were associated with repairing and maintaining gas transportation and processing equipment.

As he notes, the Dmitry Doev biography at that time included several projects whose outcome showed his bona fides as a specialist in the field of complex industrial equipment.

At the end of 2004, Doev Dmitry’s unit became a head office, entrusted with repairing and maintaining Gazprom’s entire gas transmission infrastructure. Dmitry Doev began to reorganize this much more extensive subsidiary. He was tasked with merging non-core assets related to the repair of the gas transmission system.

As Doev Dmitry Vitalyevich later admitted, some of his colleagues did not believe his changes would work. These skeptics thought the new system would lead to a catastrophe that would disrupt the production process.

Some even stated that Doev’s new organizational structure would demonstrate its nonviability and cease to exist in eighteen to twenty-four months.

Despite these doubts from experienced experts and veterans of the gas industry, Dmitry Doev successfully reformed the maintenance and repair aspects of Gazprom’s gas transmission infrastructure.

He formed a new team and restructured his unit’s business processes to do this. The repair holding opened new branches all over Russia.

As a result, in 2007, the company headed by Dmitry Doev became the single main contractor for a comprehensive set of repairs. As a result of Doev’s transformation, the company expanded its range of maintenance and repair services and increased its staffing by attracting highly qualified employees.

 Doev Dmitry: Developing a Unified Gas Transmission Infrastructure

In 2008, Gazprom’s management consolidated all service and maintenance assets into a single structure. That structure was none other than the subsidiary headed by Dmitry Doev. He was also entrusted with the continuing management of this newly created subsidiary.

One extremely significant contribution was the creation of a unified technical documentation database for information pertaining to repair and service work.

In an interview, Dmitry Doev admitted that a substantial amount of the complex equipment supplied to Gazprom lacked technical documentation defining repair procedures. The lack of documentation implied that such equipment would have to be repaired by its manufacturer. If the manufacturer was a foreign entity, getting parts in and out of Russia was costly and time consuming, making it extremely difficult to do the

 necessary repairs. This problem created the risk of service interruptions in Gazprom’s distribution network.

Dmitry Doev recalls that the repair holding’s engineering services solved this problem. Its specialists compiled and created over 800 documents covering most of Gazprom’s equipment. This collection and standardization of technical documentation made on-site maintenance of various gas transmission infrastructure facilities possible, achieving excellent results at a nominal cost.

In 2019, Doev Dmitry Vitalievich left the Gazprom subsidiary he led for 15 years. Over the next two years, he managed several companies in various fields.

 Dmitry Doev: VIS Group and Regional Development

Since 2021, Dmitry Doev has been leading the VIS Group, an investment holding which builds infrastructure facilities, attracting private and state investments. 

The history of the Dmitry Doev VIS Group began in 2000 with the merger of several engineering, equipment supply, and building materials enterprises. Today the holding is a leader in projects implemented through public-private partnership agreements.

The Dmitry Doev biography already included extensive managerial experience. In this new post, he focuses on improving management efficiency and introducing new standards. In addition, he pays great attention to building the Group’s portfolio of investment projects.

In his activities, the head of the holding promotes projects that improve the standard of living of whole communities. According to its manager, Dmitry Doev VIS Group creates facilities where people need them most. Among these are medical institutions, schools, cultural centers, critical elements of transport infrastructure, and environmental remediation.

 Doev Dmitry Vitalievich and Socially Significant Projects: Transport, Medicine, and Education

The Dmitry Doev biography describes many successful managerial decisions. Doev Dmitry Vitalievich himself is a supporter of step-by-step strategies. He helped the Group significantly increase its portfolio of completed and planned investment projects. By the end of 2022, the projected value of Dmitry Doev VIS Group’s investment portfolio reached three trillion rubles. In addition, the holding he manages is developing several economically and socially significant areas. By Dmitry Doev’s own account, constructing bridges to accelerate the “evolution” of the more remote Russian regions is extremely important.

VIS Group is implementing projects to build bridge crossings across the River Lena in Yakutia and the River Ob’ in Novosibirsk. These structures are designed to solve the transport problems in their respective regions and make those regions more attractive for investment and business.

The facilities under construction by Dmitry Doev VIS Group will become models for the transformation of the healthcare industry throughout Russia. According to Dmitry Doev, the VIS Group is building a network of clinics in Novosibirsk and a “smart clinic” in Yakutsk.

In Surgut, a new maternity hospital and pediatric center are already accepting patients. All buildings under construction will be equipped with the latest medical equipment, and the medical workers in the new hospitals will be able to receive several hundred patients daily.

Under the leadership of Dmitry Doev, the VIS Group built and began to operate the first high-speed controlled-access highway in the Far East. This is the Khabarovsk Bypass, which has significantly improved the transport accessibility of the region. VIS Group, headed by Dmitry Doev, is also constructing a 16-kilometer high-speed thoroughfare in the Moscow Region.

After construction is completed, the Group will take over the operation of the highway, which will become a high-speed backup for the Moscow Ring Road.

In addition, Dmitry Doev and VIS Group are building educational and cultural facilities. This is of particular note, especially in heretofore poorly-developed regions. The Group has already commissioned more than ten educational and cultural facilities, including kindergartens, school buildings, and a cultural complex in the Republic of Sakha.

Currently, the holding’s specialists are building an arts center in the region that uses technological approaches never applied anywhere else on Earth. The State Philharmonic and Arctic Center for Epic Literature and the Arts is a large-scale project built atop permafrost.

The enormous structure provides over eight acres (3.3 Hectares) of performance and exhibit space.
