The Titusville Police Department is implementing new automated license plate reader (LPR) technology designed to strengthen public safety and assist in criminal investigations throughout the community.

BREVARD COUNTY • TITUSVILLE, FLORIDA – The Titusville Police Department is implementing new automated license plate reader (LPR) technology designed to strengthen public safety and assist in criminal investigations throughout the community.

The system, known as Flock Safety LPR, uses strategically placed cameras to capture images of vehicle license plates, along with details such as make, model, color, and unique features like roof racks or bumper stickers.

These cameras capture images of the rear of vehicles as they pass, logging the data in a secure, encrypted database accessible only to authorized law enforcement personnel.

According to Titusville Police officials, the Flock LPR system is an investigative and public safety resource—not a surveillance tool.

Officials said it is used to help locate missing or endangered persons, respond to Silver and AMBER Alerts, identify suspects in criminal cases, and recover stolen vehicles or license plates.

“Many cases that might have taken days or weeks to solve can now be resolved within hours once a suspect vehicle is identified,” the department said in a statement.

Officials emphasized that the technology does not use facial recognition, cannot see inside vehicles, and is not designed to track individuals’ movements without legal cause.

“This is not ‘Big Brother,’” a TPD spokesperson said. “These cameras are focused on vehicles, not people.”

Protecting Privacy

To safeguard privacy, all vehicle data collected by the Flock system is stored for a limited period—typically 30 days—before being automatically deleted. Each search within the system must be linked to a legitimate investigation, and all access is logged and auditable.

“Transparency matters, and we are committed to the responsible use of this tool,” the department said, noting that officers must document a case number or investigative purpose before reviewing any data.

Since the introduction of 15 Flock Safety cameras in 2022, the Titusville Police Department has reported multiple success stories. The technology has been instrumental in generating leads for property crimes, robberies, and even homicides. It has also played a key role in locating missing and endangered persons.

“The results speak for themselves,” a department spokesperson said. “These cameras have become a critical asset in our mission to keep Titusville safe. Flock Safety LPRs help us solve crimes, locate missing people, and keep our community safer—not watch where people go.”
