BREVARD COUNTY • TITUSVILLE, FLORIDA –Titusville police detectives arrested 51-year-old Brett Robert Rowe of Titusville on Thursday and charged him with Theft over $5,000 and Scheming to Defraud.

According to Titusville police spokesperson Amy Matthews, Rowen is suspected of stealing more than $21,000 from the Shady Oak Pines Homeowners Association over the span of three years, during which he was the association’s president.

“The preliminary investigation revealed the suspect withdrew funds from the HOA bank account for his own personal gain from 2017 to 2020,” said Matthews.

Titusville police detectives responded to the report of the stolen funds on September 9, and investigative evidence led to the subsequent arrest of the suspect, who was no longer the HOA president.

Rowe was booked into the Brevard County Jail.
