BREVARD COUNTY • PALM BAY, FLORIDA – Candidates running for Palm Bay City Council Seat 4, will participate in a debate on Wednesday, Nov. 2 at the Bayside Lakes clubhouse, located at 2051 Bramblewood Circle SE in Palm Bay.
The one-hour debate will begin a 2 p.m. and you can watch it live on Space Coast Daily TV.
Participants will include the incumbent Kenny Johnson and challenger Nathan White.
DEBATE FORMAT:
■ The moderator will call the debate to order and briefly introduce each candidate.
■ The main portion of the debate will follow a question-and-answer format. The moderator will read each question. Both candidates will respond to the same set of questions.
■ There will be no opening statements from either candidate, but the first question will be structured such that each candidate will have the opportunity to provide the audience with a self-introduction.
■ A coin toss at the start of the debate will determine which candidate provides the first response to the first question. From that point forward, that candidate will provide the first response to every odd-numbered question, the other candidate will provide the first response to every even-numbered question.
■ Candidates are allowed up to 2 minutes for their response to each question. Once each candidate has answered a given question, a rebuttal from each candidate will follow, if so desired. Rebuttals will be limited to one minute.
■ The question-and-answer-and-rebuttal sequence will continue in rounds for the first 45 minutes. The round that is in progress at 2:45 p.m. will be completed.
■ Candidates will then be allowed 3 minutes each for closing statements, using the same order described in (4) above. This is intended to give each candidate an opportunity to speak about themselves rather than make charges or attacks that have not been previously raised during the debate.
■ The moderator will close the debate promptly following the last candidate’s closing statement.
Other guidance
■ The subject areas, the length, and the order will be determined exclusively by the moderator and the producers. Neither candidate will have access to the questions in advance of the debate.
■ Candidates will answer only questions directed to them by the moderator. Neither candidate will be allowed to ask questions of the other candidate.
■ A timekeeper who will signal “30-seconds to go” and “time expired” guidance.
