Cocoa Police Officials Provide Update on Department’s 5-Year Strategic Plan

BREVARD COUNTY • COCOA, FLORIDA—The Cocoa Police Department’s five-year Strategic Plan is coming to life with energy and purpose. With a wave of new personnel and a sharp focus on succession planning, the department is building future leaders from within.

Over the last three and a half years, Chief Evander Collier IV has proudly sworn in dozens of dedicated new police officers, appointed new lieutenants, promoted sergeants, and even elevated a commander—each step bringing the department closer to truly reflecting the vibrant community it serves.

Among the recent additions is a highly respected law enforcement veteran with a highly decorated career in the U.S. Army career, now serving as one of four newly appointed lieutenants. Two female officers are set to start field training next week, while several other officers are on the brink of completing training, ready to join patrol teams.

“I’m thrilled about the caliber of individuals joining us to serve our city,” Chief Collier shared. “We’re committed to hiring top talent and fostering their growth into future leaders. This dedication ensures our agency reflects our community, and we’re making fantastic progress.”

The department’s strategic plan is packed with ambitious goals focused on agency development, training, community engagement, succession planning, and professional growth. In April, the department celebrated earning the esteemed Excelsior Accreditation from the Commission for Florida Law Enforcement Accreditation (CFA), a testament to meeting the highest standards of law enforcement for five consecutive cycles.

In 2023, the International Association of Chiefs of Police recognized the Cocoa Police Department as a model agency for its community-driven policies and practices, enhancing trust and collaboration with the public.

For the past three years, the department has seen consistent crime reductions, and projections are looking strong for another reduction in 2024, including a double-digit decrease in the rate of violent crime. Enhanced community engagement has boosted residents’ sense of safety and belonging.

Leadership training and professional development remain top priorities, with many command staff completing or pursuing high-level executive training, all aligned with succession planning goals.

“Our community has every reason to be proud of the positive momentum in the Cocoa Police Department,” Chief Collier added. “We’re forging ahead in a direction that benefits us all.”
