State Sen. Randy Fine Files Legislation to Extend Concealed Carry Rights to College, University Campuses

BREVARD COUNTY, FLORIDA – Florida State Senator Randy Fine has introduced Senate Bill 814 (SB 814), legislation that would extend concealed carry rights to college and university campuses across the state.
The bill aims to allow adults to carry firearms for self-defense, aligning campus policies with existing off-campus concealed carry rights.
Sen. Fine, a Republican, committed to filing the bill in response to the October 7, 2023, terrorist attacks in Israel and what he describes as universities failing to protect their students from on-campus threats. He argues that students should not have to forfeit their Second Amendment rights when stepping onto a college campus.
“The Second Amendment does not take the semester off when you step on a college campus,” Fine stated.
“Adults should have the right to protect themselves on campus, particularly after so many universities across America chose to protect Muslim terror advocates over their own students. There is no magic force field that keeps criminals from carrying a gun onto campus; this bill will ensure that students have the same rights on campus as they do off.”
Fine has been a vocal advocate for stronger self-defense laws and has previously backed measures expanding firearm rights in Florida.
His proposal comes as campus safety remains a growing national concern, with ongoing discussions about free speech, security, and the role of law enforcement in higher education institutions.
SB 814 will now move through committee hearings, where lawmakers will determine its viability before it can advance to a full vote in the Florida Senate.
