Gov. Ron DeSantis Signs 13 Bills Including Enhancing Protections for Elderly or Disabled Adults Against Exploitation

BREVARD COUNTY • FLORIDA — Florida Gov. Ron DeSantis signed thirteen bills on June 20.
The bills signed are:
SB 796 – General Permits for Distributed Wastewater Treatment Systems
Allows the Department of Environmental Protection Secretary to issue general permits for replacing on-site sewage systems with advanced distributed treatment units. These units must meet secondary treatment standards, and monthly reporting and inspections are required. Effective July 1, 2025.
CS/CS/SB 948 – Flood Disclosures
Expands flood-risk disclosure requirements to landlords, condominium developers, and mobile-home park owners. They must inform buyers or tenants about flood damage history or prior insurance claims. Tenants may terminate leases and recover prepaid rent if not properly informed. Effective October 1, 2025.
CS/CS/SB 282 – Warranty Associations
Updates the regulatory framework for companies that offer home and vehicle warranties.

CS/CS/SB 262 – Trusts
Modifies Florida’s trust laws. Involves changes to trust administration, creditor protections, or beneficiary rights.
CS/SB 538 – State Courts System
Makes updates to the administrative structure or jurisdictional aspects of Florida’s court system.
CS/CS/SB 1652 – Public Records
Amends Florida’s Sunshine Law, possibly redefining public record exemptions or access procedures.
CS/CS/CS/SB 784 – Platting
Revises laws governing the subdivision and official recording of land/platting.
CS/SB 316 – Limited Liability Companies
Updates statutory provisions for LLCs, potentially affecting business formation, internal governance, or liability protections.
SB 1286 – Harming or Neglecting Children
Strengthens laws related to child abuse and neglect. While the bill title suggests a focus on penalties or legal definitions, details have not yet been released.
CS/CS/SB 312 – Florida Institute for Human and Machine Cognition, Inc.
Enacts legislation supporting the Florida-based robotics and artificial intelligence research institute, formalizing its status or funding mechanisms.
CS/SB 106 – Exploitation of Vulnerable Adults
Enhances legal protections for elderly or disabled adults against financial or other exploitation. Clarifies service requirements for legal proceedings. Effective July 1, 2025.
CS/SB 7010 – A Review under the Open Government Sunset Review Act
Mandates periodic legislative review of certain exemptions under the state’s transparency laws. This bill addresses reviews related to the Department of Financial Services.
CS/CS/SB 56 – Geoengineering and Weather Modification Activities
Bans weather modification practices such as cloud seeding. Violations are classified as third-degree felonies, carrying penalties of up to five years in prison and a $100,000 fine. Airports must report any aircraft equipped for such activities, and a public reporting portal must be established. Effective July 1, 2025.
