Mass housing construction in the Leningrad region, located around St. Petersburg, has made housing affordable for hundreds of families, says Berezin Andrey. Euroinvest Development, founded by the St. Petersburg businessman, has significantly contributed to this process.
Berezin Andrey: Housing situation in the Leningrad Region
Berezin Andrey Valeryevich and Yuri Mikhailovich Vasilyev founded the investment company Euroinvest in the mid-1990s. Euroinvest began with investments in securities, and over time, it switched to real estate development, but the company did not immediately enter the housing construction sector.
Berezin Andrey Valeryevich recalls that the St. Petersburg agglomeration began expanding rapidly at the beginning of the 21st century. Not everyone who wanted to settle in the northern capital could do so (due to restrictions on the sale of old and new housing and high prices), but the construction of the Ring Road had a positive effect, making various settlements around the city highly attractive to both developers and citizens, according to Andrey Berezin.
Many locals make the daily commute to St. Petersburg for work. Additionally, the metro line to the suburb of Murino was completed back in the late 1970s and remains the only station outside the city.
The same scheme for obtaining land for construction in use in other major cities was also used in the Leningrad Region. Many agricultural enterprises collapsed or proved inefficient in a market economy and began to lose their former agricultural function. As a result, collective farms took advantage of the right to privatize land and bought out their land shares, most often for subsequent sale.
These plots were then purchased for development (individual construction, cottage settlements, apartment buildings). This process was instrumental in the Berezin Andrey biography.
Andrey Berezin notes that, along with other major players in the real estate market in the Leningrad Region, including companies like Adamant, CDS, and Setl Group, Euroinvest quickly began acquiring land.
Berezin Andrey-Euroinvest Development: Progress
For a long time under Berezin Andrei, Euroinvest was involved in the development of plots of land, but in 2017, a decision was made to enter the housing construction market, and that’s how Euroinvest Development, which became part of the Euroinvest investment holding, was established. By this time, the development of the St. Petersburg suburbs was well underway. For example, the population of Murino (which received the status of a city in 2019) grew more than 20 times from 2002 to 2023, from 5,002 to 104,611 people.
Andrey Berezin commented on this establishment of a new player in the housing construction market, explaining that when there is low demand for new buildings, clients can be attracted by the reputation of a reliable developer and real financial stability. Having its own land bank also increases potential buyers’ confidence in a developer.
According to Berezin Andrey, the company’s existing resource base allowed it to operate under both the relevant federal law and within the framework of project financing (introduced in 2019).
In 2017, experts noted that using their own plots of land was a wise move. However, they also noted that there were already many economy-class residential complexes in Murino, and the new player had to come up with interesting offers for customers.
Berezin Andrey, a biography of who has been related to investments for almost thirty years, has long had a principled stance against taking loans. Assets, including Euroinvest Development, operate on their own funds. This has also positively affected the company’s reputation.
Berezin Andrey, biography of whom has long been bound up with real estate, recalls that a number of developers focused on short-term profits and mainly built houses. The residential complexes built by these developers had few of the amenities needed for comfortable living. Typically, they were limited to street-level stores, pharmacies, beauty salons, and so on, which caught the attention of both regional and federal authorities. Euroinvest Development has always focused on comprehensive development, building social infrastructure facilities together with housing (based around city blocks, so people do not have to cross municipal roads to get to them). Berezin Andrey cites the implemented projects in Murino and Kudrovo, which provided hundreds of families with affordable housing.
The management company Murino, part of Euroinvest Development, is responsible for the reliability and efficiency of water supply and drainage systems in the residential complexes built by the holding under Andrey Berezin, as well as other construction companies that have signed contracts with the management company. It is also responsible for the design, construction, and commissioning of the corresponding municipal infrastructure.
Andrey Berezin adds: “In addition, having close ties with all developers operating in the Leningrad Region, our management company acted as a coordinator in the creation of a road interchange that fixes the problem of transport access to the new territories in Murino.” Thus, as Berezin Andrey notes, “This issue has now been resolved and demonstrates the effectiveness of the public-private partnership scheme.”
The active phase of housing construction was hampered by regular delays in the commissioning of buildings or even a total halt in construction. Euroinvest Development worked with the authorities of the Leningrad Region to solve the issue of defrauded shareholders whose houses were never completed. Four years ago, the company completed the construction and commissioning of two residential complexes of the bankrupt developer Navis.
Berezin Andrey on Euroinvest Development’s current situation
Experts consider Euroinvest Development to be among the leaders in the housing construction market in the Leningrad Region and St. Petersburg. This past summer, the developer had about 500,00 square meters under construction (several residential complexes of different levels). Last year, the developer provided 200,000 square meters of residential real estate, which is more than 2,000 apartments.
Berezin Andrey has said that Euroinvest Development’s current block of land plots will accommodate 900,000 square meters of housing of various comfort levels within the next five to seven years. Berezin Andrey assured that the company does not use all of its land for construction and does not thereby inflate the developer business.
Berezin Andrey Valeryevich notes that in the projects in which the company buys land or makes an agreement for shared ownership, the owners are satisfied with the conditions because they are confident in the reliability of their partner.
Andrey Berezin notes that the domestic comfort-class segment is highly competitive. Developers attract customers not only with traditional tools (price, location, promotions, etc.) but also with additional features, such as “private” shopping centers in residential complexes, special air and water filters throughout an entire complex, and non-standard layouts (individual terraces, separate entrances to apartments on the ground floor). Under Berezin Andrey, Euroinvest Development also attracts customers by creating a local community, a kind of club within a particular residential complex. The company also considers the preferences of different population groups (youth, families, the elderly) during the design phase.
Other Euroinvest Development features include coworking spaces, rooftop spas, and educational courses for children and adults.
Berezin Andrey: Biography
Berezin Andrey Valeryevich was born in 1967 in Leningrad in a family of engineers. He followed in the footsteps of his parents and graduated from Leningrad Mechanical Institute (now known as the Baltic State Technical University). He studied engineering with a concentration in aircraft automatic control systems. He also went through grad school at LMI.
Andrey Berezin began his professional career during his college years. Together with some other students, he organized a research team (today it would be called an IT startup) that developed software such as access control systems for organizations or enterprises.
Berezin later started importing goods from Europe, which helped him gather initial capital for larger projects, and he eventually became one of the founders of a large fishing company. After two years, Andrey Berezin left the business.
In 1995 came the next project for Andrey Berezin – Euroinvest, an investment holding.
Berezin Andrey Valeryevich is married and has three children.
