August 20 marks three years since we lost a cherished member of our Palm Bay Police Department family. Sergeant Frank Tobar, fondly remembered as the driving force behind the Palm Bay Police Explorers Program, made a lasting impact on this community.
His influence and dedication continue to be deeply missed. Each year, Sgt. Tobar’s family, along with members of the Palm Bay PD, gather for a remembrance ceremony near the memorial created in his honor. This memorial stands as a lasting tribute to ensure his legacy and inspiration are never forgotten.
On August 22, the City of Palm Bay held a ceremony to remove the existing plaques of our fallen heroes at Sacrifice Park in preparation to replace and enhance the memorial dedicated to honoring first responders who have made the ultimate sacrifice while serving the Palm Bay and Brevard County communities.
The plaques were turned over to the respective agencies. Representatives from Brevard County Sherriff’s Office, Florida Highway Patrol, Titusville, Satellite, Cocoa Beach, and Melbourne Police Departments were in attendance for this solumn but meaningful event. Once the new monument is completed, each name will be etched on the new memorial.

On September 2, we celebrate Labor Day, a time to honor the contributions and achievements of American workers. I want to take a moment to express my appreciation to all of my fellow Palm Bayers, especially the dedicated employees of the City of Palm Bay. Thank you for your hard work and commitment. The City of Palm Bay will host its annual Patriot Day Ceremony on Wednesday, September 11, at 8:30 a.m. to honor the fallen. This year the ceremony will be at Veterans Memorial Park, located at 2201 Port Malabar Blvd NE. Each life lost on September 11th had meaning and purpose. It is our duty and obligation to ensure they are Never Forgotten.
It has been 23 years since that tragic day when thousands of innocent lives were taken from us. Our nation was cast into deep grief and mourning.
The events of September 11th remain etched in history as the deadliest attack on American soil. It was more than a physical assault; it was an attack on the core ideals that define our society—peace, justice, and liberty—the very principles that serve as the foundation of civilized nations like ours and that we continually strive to protect.
Patriot Day is a time to remember every life lost that day. We honor the courageous first responders—firefighters, law enforcement officers, emergency workers, and service members—who bravely answered the call to serve.
We also pay tribute to the brave civilians who rushed to save others. Their unwavering courage reflects the American spirit of resilience, and their heroism continues to inspire generations of Americans.
We will never forget! May God Bless you, and may God continue to Bless the United States of America.
I’d like to wish all my fellow Palm Bayers a Happy Hispanic Heritage Month! In Palm Bay, we’re fortunate to be part of a vibrant and culturally rich community.
From September 15 to October 15, we celebrate and honor the history, contributions, and culture of Hispanic Americans, both locally and nationally.
Lastly, I want to invite you all to the 27th Annual Puerto Rican Day Parade & Festival that will be held on Sunday, October 6. The parade will begin at 10:00am, with the festival to follow at Fred Poppe Regional Park, located at 1951 Malabar Road NW.
