The Florida Fish and Wildlife Conservation Commission (FWC) confirmed that the marine mammal was located in a drainage structure while crews were performing routine stormwater system work.

Officials say the manatee was found in what’s known as a “baffle box” — a chamber designed to catch runoff debris before water flows into the Indian River.

At the time of the report, the manatee appeared alert and active, with no clear signs of cold stress, though its overall health condition remained unknown.

Multiple agencies — including state and local partners — were coordinating efforts to free the animal safely.

Officials have blocked off the area and removed a storm grate to allow rescue crews to assess the situation directly.
