Kareemah Fowler – Her Commitment to Empowering South Bend Through Strategic Leadership and Innovation

Kareemah Fowler’s rise to become a prominent leader in South Bend, Indiana, began far from the Midwest. Growing up in New Jersey, Fowler experienced poverty firsthand, though she didn’t fully realize it at the time.

“I spent my youth in New Jersey in and around poverty, yet didn’t even recognize my own,” Fowler recalls. “We had our sanity and our health. We could smile, we could laugh. It didn’t seem so bad until I saw the outside.”

One pivotal moment in Fowler’s childhood came during a family visit to relatives in Indiana. This trip opened her eyes to a different standard of living, fundamentally altering her perspective on her circumstances. However, Fowler found strength and guidance in her father’s wisdom: “This too shall pass. You will get through this. Just remember, to whom much is given, much is required. Don’t get weary doing good deeds.” Her father’s words remain a guiding force in Fowler’s life and career, inspiring those around her.

Fowler reflects on the profound impact of this advice. “As I continued growing up,” she shares, “that phrase framed almost my entire perspective on life. It’s because of my dad that I have seen that at every turn I had more opportunities than the rest, and so realized at every turn I had to do more.”

Today, Kareemah Fowler is a solutions-driven executive known for her innovative approach and measurable contributions to organizational success. As the Assistant Superintendent of Business and Finance within the South Bend Community School Corporation, Kareemah plays a crucial role in managing a significant budget and capital assets, which are essential for delivering quality educational services to nearly 15,000 students and supporting 1,273 educators.

Kareemah Fowler’s Ascent in South Bend Government

Fowler’s career in public service began at the St. Joseph County Assessor’s Office. There, she witnessed firsthand how government policies often failed to serve those who needed help most. “Residents who came in the building looking for help usually met bureaucratic barriers instead of receiving help–getting redirected to one office, only to be redirected by that office to another, into infinity,” Fowler explains. 

This experience motivated her to climb the ranks, eventually becoming a Compliance Officer. In this role, Fowler implemented practical solutions to improve service, such as setting up information stations with computers and resource materials to help residents navigate complex processes.

Fowler’s innovative approach and commitment to public service caught the attention of city leaders. In 2015, she made history by becoming the first minority elected to a full-time executive office in St. Joseph County when she won the South Bend City Clerk race.

As City Clerk, Fowler prioritized transparency and accessibility. Her office began broadcasting City Council meetings live on public access television, which were also recorded and uploaded to YouTube after airing. Her office also digitized all of the City’s records back to its incorporation in 1865, including the entire archive of past City Council meeting minutes, making them available online for the first time.

Kareemah Fowler Leads Financial Transformation at South Bend Community School Corporation

In 2019, Fowler’s career took a new direction as she transitioned to the education sector, joining the South Bend Community School Corporation (SBCSC) as Chief Financial Officer. One of Fowler’s most significant accomplishments came early in her tenure when she spearheaded the effort to pass a crucial property tax referendum in 2020. This initiative secured $220 million in funding to improve educational resources and facilities for South Bend’s children.

“The 2020 Property Tax Referendum and the (still-in-progress) first-of-its-kind consolidated Regional Career Innovation Center are what I consider my most significant career accomplishments,” Fowler states with pride.

As Assistant Superintendent of Business and Finance, Kareemah Fowler has continued to drive positive change within the school district. 

Kareemah Fowler’s Approach to Leadership

Fowler’s leadership style is characterized by a blend of strategic thinking, empathy, and a steadfast commitment to continuous improvement. She emphasizes the importance of having all stakeholders at the table and gathering comprehensive information before making decisions. This dedication to progress reassures those around her of her unwavering commitment to making a positive impact.

“If you don’t believe that you can stand by your decision upon it being challenged, then it’s not the right decision to make,” Fowler advises. 

When facing challenges, Kareemah relies on her resilience and ability to focus on the bigger picture. This approach has served her well in navigating the complex landscape of public education finance and administration. 

Her approach to leadership also emphasizes the importance of team building and empowerment. “My job is to best use the talents available to me to pour into my team,” she explains. “For the most part, I am delegating as much as possible to others with the understanding that if they are lacking resources or information, I will do everything in the world to get them what they need so our team crosses the finish line.”

Kareemah Fowler’s Community Involvement and Personal Growth

Fowler’s commitment to public service extends far beyond her professional roles. She is deeply involved in various community organizations, serving on boards such as the Human Rights Commission, Notre Dame Federal Credit Union, and the City of South Bend Diversity Inclusion Utilization Board, of which she is a founding member. “I recognized early on that I am at my best when serving others,” Fowler says. “I also believe strongly in leading with empathy, leading by example and practicing what I preach.”

Her efforts have not gone unnoticed. Fowler has received numerous accolades, including the 2024 Woman of Influence Award from the South Bend Regional Chamber of Commerce, the Key to the City of South Bend in 2019, and the 2022 Drum Major Award for Dr. Martin Luther King, Jr. Day.

Despite her busy schedule, Fowler prioritizes continued learning and personal growth. She recently earned a Master’s in Executive Management of Nonprofit Administration from the University of Notre Dame’s Mendoza College of Business.

Balancing her professional responsibilities with family life is a constant priority for Fowler. She emphasizes the importance of self-care and maintaining a strong support network.

“Put simply: prayer for the spirit, family for the heart, and the gym for the body and mind. If I can’t prioritize those things, I suffer. If I suffer, so does my work,” Fowler explains. “The balance starts within. When not doing any of the above? I find time for just me, by myself.”

In her rare moments of free time, Fowler indulges in her passions for interior design and dance. These creative outlets provide a necessary counterbalance to the demands of her professional life.

Kareemah Fowler’s Vision for the Future

As Fowler looks to the future, she remains committed to positively impacting her community. 

She recognizes the rapidly changing landscape of education and public administration and is determined to stay at the forefront of these changes.

As she continues to navigate her career and personal growth, Fowler remains grounded in the values instilled in her by her father. The principle “To whom much is given, much is required” continues to guide her actions and decisions.
