Melbourne Police Department Honors Outstanding Officers and Employees at Annual Awards Ceremony

BREVARD COUNTY • MELBOURNE, FLORIDA – The Melbourne Police Department hosted its annual awards ceremony to recognize officers, communications personnel, and civilian employees for their outstanding dedication, bravery, and professionalism. Among the honorees, several individuals were awarded notable distinctions for their exceptional service in 2024.
■ Officer of the Year – K9 Officer Frank Legate
K9 Officer Frank Legate was awarded the prestigious Officer of the Year title for his extraordinary courage during an armed confrontation in June 2024. Responding to a call where an individual threatened violence against law enforcement, Officer Legate encountered gunfire upon arrival. Despite sustaining shrapnel injuries, he refused medical aid and continued engaging the suspect.
Beyond this incident, Officer Legate and his K9 partner, Murph, have been instrumental in numerous investigations, aiding in the location of suspects, firearms, and illegal drugs. His leadership qualities and commitment to duty have earned him the respect of colleagues and supervisors alike.
■ Communications Officer of the Year – Chelsea Johnson
Chelsea Johnson was recognized for her exceptional work as a communications officer and training supervisor. She played a critical role in coordinating multi-agency efforts that led to the safe recovery of a kidnapped child and in directing responses during a high-risk active shooter situation in June.
With five years of service at the Melbourne Police Department Communications Center, Johnson’s professionalism and composure under pressure make her a crucial asset to the department and the community.
■ Employee of the Year – Crime Scene Investigator Valerie Houston
Crime Scene Investigator (CSI) Valerie Houston was honored for her unwavering dedication and exceptional contributions to the department’s investigative efforts. In 2024, she assisted in 10 homicide investigations, leading three and playing a significant role in four others. Her meticulous attention to detail and innovative approach have proven invaluable in solving complex cases.
Houston’s efforts were further recognized with two Unit Meritorious Awards for her work in an officer-involved shooting investigation and a high-profile narcotics case. Her commitment to forensic excellence makes her a vital member of the team.
■ Detective of the Year – Detective Jay Hazelett
Detective Jay Hazelett was recognized for her outstanding investigative work in 2024, particularly in two challenging homicide cases. Her determination in solving an arson murder led to a grand jury indictment and a confession from the suspect. In another case, she secured critical admissions of guilt in a stabbing homicide, leading to an indictment for murder.
Beyond casework, Detective Hazelett is an experienced mentor to new detectives, a firearms instructor, and a dedicated member of the SWAT team. Her tactical expertise and commitment to justice make her an invaluable asset to the agency.
■ Supervisor of the Year – Sergeant David Helms
Sergeant David Helms was honored for his exemplary leadership and dedication. Following his promotion, he seamlessly took on the responsibilities of Watch Commander while continuing to lead his squad and mentor a newly promoted sergeant.
Additionally, as the K9 Unit Supervisor, he significantly enhanced the unit’s efficiency by coordinating training and operations. His exceptional leadership and mentorship have positively impacted both his team and the department as a whole.
■ Field Training Officer of the Year – FTO Briana Fahy
Field Training Officer Briana Fahy was awarded for her outstanding mentorship and dedication to training new officers. In 2024, she received a Unit Meritorious Performance Award for her role in a multi-agency response to an active shooter incident, along with two Exceptional Duty Awards for her part in the arrest of multiple violent offenders and the recovery of a stolen vehicle.
Fahy’s patience, professionalism, and leadership have helped shape the next generation of Melbourne police officers. Her commitment to public service and teamwork continues to strengthen the department’s mission.
