Brevard Public Schools, Teachers’ Union Reach Tentative Agreement with Pay Raises, Health Plan Improvements

BREVARD COUNTY, FLORIDA — Brevard Public Schools and the district’s teachers’ union have reached a tentative three-year labor agreement, bringing stability to educators while securing pay raises and expanded healthcare benefits.
The deal, finalized this week, marks a significant milestone in contract negotiations that have been closely watched by teachers, administrators, and families alike.
Under the agreement, all teachers will receive a 2% salary increase in each of the next three school years — beginning with the 2025–2026 academic year and continuing through 2027–2028.
“This is a meaningful investment in our teachers,” Superintendent Dr. Mark Rendell said in a statement. “By securing a multi-year contract, we’re reaffirming the deep value we place on educators and their lasting impact on student success.”

Healthcare Enhancements
Alongside pay raises, the contract introduces substantial improvements to healthcare coverage — an issue that had been a sticking point in negotiations as teachers voiced concerns about rising costs.
For employees enrolled in the Gold Plan, deductibles will drop by $250 for individuals and $500 for families if participants complete an annual physical and health assessment. Co-pays for primary care, mental health, and tier-one specialist visits will also be lowered.
The Silver Plan will see a $125 deductible reduction for individuals and $250 for families who complete the same annual requirements. Additionally, once deductibles are met, emergency room visits will carry a $0 copay.
“These healthcare improvements provide greater access to care, more affordable coverage, and put $2 million back into the pockets of our teachers—an important step forward with more improvements still to come,” said School Board Vice Chairman Matt Susin.
Assistant Superintendent of Human Resources Ryan Dufrain emphasized the impact on working families. “We understand how rising healthcare costs are putting real pressure on families,” he said. “That’s why we’ve made it a priority to invest in meaningful, targeted improvements.”

Additional Benefits
Beyond pay and insurance, the new contract includes enhancements designed to recognize professional qualifications and specialized roles. Teachers with advanced degrees will receive supplemental pay regardless of their certification area — expanding eligibility compared to prior contracts.
School psychologists will benefit from an additional $6,200 supplement on top of advanced degree pay, a move district leaders said was aimed at improving recruitment and retention in a critical field.
“This agreement reflects how much we value the dedication and expertise our teachers bring every day,” said School Board Chair Gene Trent. “From recognizing advanced degrees, to supporting our school psychologists, and easing healthcare costs, we’re proud to stand behind those who shape our students’ futures.”
The tentative deal will now go before members of the Brevard Federation of Teachers for ratification before it can take effect. If approved, the agreement will lock in salary and benefit stability for the district’s educators through mid-2028.
