Former Titusville Public Works Manager Arrested on Felony Charges in Stolen City Property Investigation

BREVARD COUNTY • TITUSVILLE, FLORIDA – A former City of Titusville employee has been arrested in connection with an investigation into stolen city property dating back to 2024.
Jeffrey E. Wayner, 54, of Titusville, was booked into the Orange County Jail on February 10 on a warrant issued by Brevard County courts.
The warrant followed felony charges filed by the Titusville Police Department on January 21, 2026.
The criminal investigation began on January 9 after police were notified that a city audit revealed evidence of stolen city property.
According to investigators, Wayner directed the purchase of a John Deere lawnmower valued at $2,799 from Home Depot in September 2024 using a city-issued credit card.
Detectives determined the equipment was delivered directly to Wayner’s residence and was intentionally concealed for personal use for more than a year.
Further audit findings revealed additional city-owned equipment missing and allegedly in Wayner’s unauthorized personal possession.
Wayner, who served as a Public Works Manager for the City of Titusville, resigned from his position during the course of the investigation.
