The SHIELD program—short for Scalable Homeland Innovative Enterprise Layered Defense—is structured as an indefinite-delivery/indefinite-quantity (ID/IQ) contract designed to support a wide range of defense-related activities.

These include research and development, systems engineering, prototyping, experimentation, modernization, and long-term sustainment efforts tied to missile defense and homeland security missions.
