The Brevard County Commission voted 4-1 Tuesday to give preliminary approval to the proposed $1.06 billion budget for the fiscal year beginning Oct. 1. Commissioner Trudie Infantini cast the lone no vote. A second budget hearing is scheduled for Sept. 27, at which time commissioners cast final votes.
