POLICE: Multiple Felony Abuse Allegations Under Investigation at Melbourne Mental Health Facility

BREVARD COUNTY • MELBOURNE, FLORIDA—Melbourne police detectives are investigating several disturbing incidents involving patients and a former employee at Circles of Care, located on E. Sheridan Road.

According to Melbourne Police Sgt. Benjamin Slover, the cases involve separate episodes of physical and sexual abuse.

“This is beyond anything I’ve seen before,” said Sgt. Slover.

One of the cases involves former staff member Foster Godbold, who was arrested after an investigation into allegations that he sexually abused a minor between 2016 and 2018.

At the time, the victim was between 13 and 14 years old and a patient at Circles of Care.

Melbourne Police Detective Tom Cahalan confirmed the victim’s patient status during those years through facility records.

Tracking down Godbold proved difficult, as he had been working as a travel nurse in Idaho. He was eventually located, arrested, and transported to Brevard County Jail.

Another serious incident occurred on May 15, when a 30-year-old patient, Bladimir Mendez, was accused of sexually assaulting another patient with significant disabilities.

Mendez is one of four patients arrested over the last three weeks.

Among the others charged is Steven Miller, who allegedly assaulted a 70-year-old patient by throwing a food tray.

Laway Meharie is accused of choking her 65-year-old transport driver, and Edwin Frapart II allegedly strangled a female patient.

Sgt. Slover emphasized that the department works closely with Circles of Care and noted the facility adheres to state regulations.

“They have systems in place, but not everything can be prevented,” he said.

In response to the events, Circles of Care issued a statement highlighting their cooperation with authorities and commitment to reviewing and strengthening safety measures.

Officials confirmed that the employee involved in the 2018 case had not been with the organization for several years and that steps are being taken to address recent unrelated incidents.

“Circles of Care serves individuals with some of the most complex psychiatric and behavioral health needs,” said a company spokesperson. “We are conducting an internal review and planning additional evaluations to enhance our operations and ensure safety.”

The Melbourne Police Department’s investigation is ongoing.
