BREVARD COUNTY • TITUSVILLE, FLORIDA — For Titusville Police Lieutenant Joiner, serving the community has never been just a duty—it has always been personal.

Born and raised in Titusville, Lt. Joiner has spent more than 19 years serving with the Titusville Police Department, watching his hometown grow, change, and face new challenges.

Now, as the department heads into 2026, he is stepping into a newly created leadership role designed to place community connection at the center of policing: Lieutenant of Community Relations.

The position was established with a single guiding purpose: to promote teamwork between the police department and the residents it serves. Department leaders say Lt. Joiner’s deep roots in Titusville and nearly two decades of service made him a natural choice to shape and lead that mission.

“Lt. Joiner understands Titusville because he’s lived it,” department officials said. “He knows the people, the neighborhoods, and the importance of building trust one relationship at a time.”

In his new assignment, Lt. Joiner will oversee a wide range of outreach efforts aimed at increasing the department’s visibility and accessibility across the city. That includes coordinating officers’ participation at homeowners’ association meetings, neighborhood gatherings, youth activities, public education programs, and other community-focused events.

Rather than waiting for residents to come to the police, the goal is to bring the police to the community—creating informal, welcoming opportunities for conversation, questions, and collaboration.

“We want people to feel comfortable talking with us, sharing concerns, and working together to solve problems,” Lt. Joiner said. “When relationships are strong, communities are safer and stronger.”

To facilitate that connection, the department has streamlined the process for organizations and residents to request a police presence at events. Anyone interested in having Titusville Police attend a meeting, festival, school function, or neighborhood gathering can simply email tpdeventrequests@titusville.com. Lt. Among Lt. Joiner’s most ambitious priorities is reviving the Police Athletic League (PAL), a nationally recognized program that uses sports and recreational activities to build positive relationships between law enforcement and young people.

PAL programs typically provide structured, supervised activities that promote teamwork, discipline, leadership, and healthy lifestyles—while also allowing officers to interact with youth in a non-enforcement setting.

Lt. Joiner has already begun meeting with community partners and exploring potential locations to host PAL programming in Titusville. While details are still being finalized, department leaders say momentum is building and announcements are expected soon.

“Bringing back PAL is about investing in our kids and our future,” Lt. Joiner said. “It’s an opportunity to give young people a safe place to learn, grow, and build positive relationships with officers who genuinely care about them.”

The creation of the Community Relations Lieutenant position reflects a broader commitment by the Titusville Police Department to proactive, community-oriented policing—an approach that emphasizes partnership, communication, and prevention rather than reaction alone.

Department officials say they are proud of the direction this new role is taking the agency and confident that Lt. Joiner’s leadership will help strengthen bonds across the city.

As Titusville looks ahead to 2026, Lt. Joiner’s message to residents is simple: the police department is not just here to respond in times of crisis—it is here to be a partner, a resource, and a neighbor.
