Former City of Titusville Employee Jeff Wayner Arrested on Grand Theft Charges Following Audit Investigation

Jeff Wayner, 54, of Titusville, was taken into custody on an active warrant issued by Brevard County courts.

BREVARD COUNTY • TITUSVILLE, FLORIDA — A former City of Titusville employee has been arrested and charged with grand theft following a lengthy investigation into the theft of city-owned property, according to Deputy Chief Todd Hutchinson of the Titusville Police Department.
Jeffrey E. Wayner, 54, of Titusville, was taken into custody on February 10 and booked into the Orange County Jail on an active warrant issued by Brevard County courts.
The warrant was issued following felony charges filed by the Titusville Police Department on January 21, for the theft of city property dating back to 2024.
According to Deputy Chief Hutchinson, the criminal investigation began on January 9 after police were notified that a city audit had uncovered evidence indicating the possible theft of municipal property.
Detectives subsequently determined that while employed as a Public Works Manager for the City of Titusville, Wayner had allegedly misused a city-issued credit card to purchase equipment for personal use.

According to Titusville police detectives, Wayner directed the purchase of a John Deere lawnmower valued at $2,799 from Home Depot in September 2024.
The equipment was paid for using city funds and was delivered directly to Wayner’s personal residence. TPD detectives say Wayner intentionally concealed the purchase and retained the lawnmower for personal use for more than a year.
Further audit findings later revealed that additional city-owned equipment was missing and had allegedly been kept in Wayner’s unauthorized personal custody.
During the investigation, Wayner resigned from his position with the City of Titusville.
The case remains under investigation as authorities work to determine the full scope of the missing equipment and any additional charges that may be warranted.
