Later in that year in July AK Mathur prepared and submitted a report on the pay commission to the finance minister Arun Jaitley. In this report, it was suggested that there should be a hike of at least 23.55% in the allowances and pay of the government employees. So, according to this report the seventh pay commission was all set to be implemented by the beginning of 2017 and Uttar Pradesh implemented it at the beginning of 2017.

The 7th commission pay for Jammu and Kashmir, Ladakh government employees is estimated to cost around 4,800 crores annually to the Indian government and it will include every other allowance such as LTCm children education allowance, hostel allowance, Fixed medical allowances, transport allowance of the employees.

This is a huge move on the part of the Indian government as it will benefit over 4.5 lakh government employees. As of Tuesday, the home ministry of Indian has announced that all the government staffers and employees of the proposed territory i.e. J&K and Ladakh will get paid according to the seventh pay commission from October 31.

An official statement stated that the Union home minister Amit Shah has already approved the payment of the seventh pay commission to the union territories of Jammu and Kashmir, Ladakh and this will be implemented by 31 October.

Of the total estimated expenses of 4,800 crores, Rs 1,823 is allocated for the hostel allowances, Rs 607 crore is allocated for the children education allowances, Rs 1,000 crore is allocated for leave travel concession, Rs, 1,200 crores is allocated for transport allowance, Rs 108 crore for the fixed medical allowance and Rs 62 crore for other allowances.

This entire ordeal is per Prime Minister Narendra Modi’s assurance that the government employees of Jammu and Kashmir will get the same benefits that are available to the government employees of Union territories across the country.

As per the details on hindiraftaar, most of the financial facilities that are available to government employees of the union territories across the country such as education allowance, house rent allowance, LTC, and health scheme were not available for the employees of Jammu and Kashmir.

But, with the new order providing these allowances to the government employees of J&K and the J&K police is the priority of the government. All of these statements were made by Prime Minister Narendra Modi in an address to the nation after the Jammu and Kashmir reorganization bill was passed in August 2019.
