Melbourne Sex Offender Sentenced to Two Life Terms in Federal Child Exploitation Case, Six Children Rescued

BREVARD COUNTY, FLORIDA – There is literally nothing that makes my blood boil more than the vile and disgusting people on this earth who harm innocent children.

Thankfully, there are great Agents and Law Enforcement Officers who investigate people like Kasey Caudill, who will now rot away in jail for two consecutive life sentences for his involvement in the production of child pornography.

The investigation against Caudill started back in September of 2024, when our Internet Crimes Against Children (ICAC) Task Force received a cyber tip from our great partners at the National Center for Missing and Exploited Children regarding a subject uploading Child Sexual Abuse Material to the Kik app.

Due to some of the images potentially being recently produced and manufactured, an exigent subpoena was submitted to identify the residence where the material originated.

After a residence in Melbourne was identified, Kasey Caudill was deemed the suspect, and folks, here’s the real kick, he had previously been the subject of a Child Pornography Investigation and was subsequently placed on Sex Offender Probation.

That’s right…his sorry butt should have already been locked up, but instead he’s out on probation where he victimizes more children.

As a result of the initial investigation, Agents obtained a warrant for the residence, and the SWAT team went into action with our great ICAC Agents ready to search for evidence.

Because Caudill had certain apps downloaded on his phone, he was immediately arrested and charged with an “On-Site Violation of Probation,” giving the team some time to do a more in-depth investigation.

Agent Nalicia Bailey with our Digital Forensics Team went through the information with a fine-tooth comb, ultimately locating newly produced child pornography, and payments for them linked through a PayPal account.

In addition, Agent Bailey located a chat through the app Telegram and identified a female named Cindy in the Philippines who was recording sexual acts with her children at the direction of Caudill, in exchange for money.

Over the next several months, Agent Mike Melione and Agent Bailey teamed with the Department of Homeland Security to initiate an undercover operation in the Philippines, resulting in Cindy Masarate being arrested, and her 6 children being taken out of harm’s way.

Masarate subsequently confessed to the crimes and is currently awaiting prosecution, where I hope and pray they throw the book at her.

On April 28, 2026, thanks to the amazing work of our Agents and our Digital Forensic Team, Kasey Caudill pleaded guilty in Federal Court to the charges and will now spend the rest of his sorry, miserable life in jail.

I cannot thank our team enough, along with all of our partners, for their work on this case and for rescuing these innocent child victims.

They are the true-life heroes of children in our community and elsewhere, and they are relentless in their pursuit of justice for innocent children.
