Florida Highway Patrol Sgt. Kim Montes said Noenoe Mejia-Chacon was taken into custody by troopers and has been charged with DUI Manslaughter, DUI, DUI with property damage, driving without a license and leaving the scene of a crash.

Montes said Mejia-Chacon, 22, was driving a 2000 Dodge SUV about 11:30 a.m. Sunday west on Eber Road near Coventry Circle and attempted to pass another westbound vehicle crossing a double yellow traffic line.

He slammed head-on into the front of a 1994 eastbound Plymouth driven by Wayne Williams of West Melbourne, 60.

A passenger in the Plymouth, Joesph Williams of Melbourne, 91, was severely injured and taken to Holmes Regional Medical Center in Melbourne where he was pronounced dead.

Montes said Mejia-Chacon was not hurt and Wayne Williams sustained only minor injuries in the crash.

Mejia-Chacon, who has at least one prior offense on his record for DUI, was involved in at least two other hit-and-run crashes Sunday morning, according to Montes.

She said one was in a Melbourne parking lot and the other was in Palm Bay.
