After more than three decades of dedicated service to law enforcement, the Titusville Police Department proudly announces the retirement of Deputy Chief Todd Hutchinson on March 31, 2026.

Deputy Chief Hutchinson has devoted over 32 years to public safety, earning a reputation for professionalism, leadership, and a deep commitment to the community he serves.

Originally from Massachusetts, he relocated to Titusville in 1994 and began a career that would span nearly every level of the department.

Over the years, he served in numerous key roles including Detective, Sergeant, Lieutenant, Major, and Commander before ultimately rising to the rank of Deputy Chief.

A strong believer in education and professional development, Deputy Chief Hutchinson pursued higher education throughout his career. He earned a bachelor’s degree in business from Warner University, and a Master of Public Administration from Florida Institute of Technology. He is also a graduate of the prestigious FBI National Academy, completing the 240th Session.

Hutchinson led groundbreaking new initiatives in public outreach for our department when he served as the Public Information Officer from 2003 – 2005, producing a cable TV show, creating a full-color newsletter distributed Citywide in the local newspaper, authored a monthly column in a community newspaper, designed a new website, and began hosting local Homeowner’s Association meetings at the police department. All tools that improved communication in our community.

“The newsletter alone vastly increased our citizens calling in to report suspicious activity and discuss neighborhood problems”, said Chief John Lau. “We found that our community members were much more likely to contact us if they had our direct phone numbers”, added Lau.

Beyond his operational leadership, Deputy Chief Hutchinson has left a unique and lasting mark on the department’s history.

A passionate automotive enthusiast, he spearheaded the restoration of a 1949 Ford police sedan, and the preservation of a 2008 Ford Crown Victoria patrol car, both designed as longstanding symbols of the department’s rich history and commitment to community engagement.

Deputy Chief Hutchinson’s experience, mentorship, and leadership have helped shape the organization and the men and woman who serve within it.
